The Somaliland Development Fund (SDF) is a 4 - year fund designed to support the Government of Somaliland (GoSL) filling a critical gap supporting projects that are fully aligned to the National Development Plan (NDP). SDF is currently funded by the Department for International Development (DFID), the Danish International Development Agency (DANIDA) and the Norwegian Government. (Norway).

The objective of the Somaliland Development Fund (SDF) is improved and better resourced core state functions for the people ofSomaliland.

Technical Advisor – Sool and Sanaag Education Project

The Somaliland Development Fund (SDF) is a 4 - year fund designed to support the Government of Somaliland (GoSL) filling a critical gap supporting projects that are fully aligned to the National Development Plan (NDP). SDF is currently funded by the Department for International Development (DFID), the Danish International Development Agency (DANIDA), Norwegian Embassy and the Netherlands. The SDF has allocated funding for implementation of Sool and Sanaag Education Project in Somaliland implemented by the Ministry of Education (MoE). The MoE intends to use a part of the funding for engage the services of a Long Term Technical Advisor to the Project for a period of 660 working days over a period of 3 years.

 

The Somaliland Development Fund Secretariat on behalf of the Ministry of Education now invites applications from qualified Education professionals for the above position. The position will be based at the Project Management Team offices in the Ministry of Education.

 

Required Qualifications/Skills

 

Qualifications and skills

 

 A Master’s degree or equivalent in Education systems or management. In the absence of a Master’s degree, qualified candidates with Bachelor’s degree and 12 years’ practical experience will be considered;

 Proven understanding of the Project Cycle Management;

 Demonstrated excellent command of spoken and written English. Somali language skills will be an added advantage;

 Proven facilitation, analytical and report writing skills;

 Proven interpersonal and diplomatic skills;

 Proven conflict sensitivity; and

 Proven track record as a gender champion.

 

 

 

General professional experience

 

 Minimum of 10 years' experience working in senior management or advisory level positions in the secondary Education sector in emerging countries.

 Proven experience in Project Management skills including financial monitoring and reporting. Experience in setting up of M&E systems;

 Demonstrated experience in advisory positions to governmental/public sector bodies and in collaborative procedure and policy development.

 Specific work experience in East and Horn of Africa context is required. Specific work experience in Somalia or Somaliland would be an added advantage but is not essential.

 

 

 

Specific professional experience

 

 Demonstrated experience (minimum of 8 years) in project design, formulation and management of projects supporting education systems. Examples of projects managed in the last three years might be requested;

 Proven hands-on experience in the management of educational institutions;

 Experience in education financing or poverty eradication desirable;

 Experience in community organization and mobilization in disadvantaged and remote settings; and

 Experience in ministerial capacity building including experience in collaborative policy and regulatory framework development.
